2. Project Objectives and Components:

a. Objectives
(a) improve the quality of primary education nationwide through teacher and headmaster training and the provision of textbooks and teachers' guides; (b) strengthen the Ministry of Education and Culture institutional capacity for planning and managing the education system and for implementing investment projects; and (c) increase access to primary education in four of the country's administrative regions through the construction and/or rehabilitation of primary schools.

(a) teacher upgrading; (b) textbooks; (c) instutional development; (d) physical facilities; (e) project management.

c. Comments on Project Cost, Financing and Dates
The project was closed prematurely due to the civil war. It only disbursed $505,000 in 1990; US$25.6 million were cancelled on 6/23/95.
